How to unlock the Master Craftsman achievement in Tom Clancy's The Division - Definitive Guide

To craft an high-end item you do not have to build a weapon or gear.
(where a building plan is needed)

The easy way is to combine the materials to a higher level.
E.g.
Standard (green) materials --> 5 are needed to create a specialized (blue) one
Specialized (blue) matrials --> 5 are needed to create a high-end (golden) one

So no plans are needed - simple dismantel some items and combine the materials an the trophy will pop.

There's been a game update which means that you now have to craft an item (firearm or gear) rather than materials. A vendor in Camp Clinton sells high end blueprints, materials are collected as rewards or from stashs on your map. You'll need about 200 credits as well.

Crafting a high-end item requires an high-end blueprint which can be purchased from the Special Gear Vendor from the recent updates, has moved down to The Terminal, the area to access all the DLC.

Purchase one and head to the crafting station and the trophy is yours.

The crafting system in The Division uses materials that can be found in bags out in the world, or obtained from deconstructing items in your inventory. The quickest way to craft a high-end item is to simply have 15 Specialized (blue) materials, and go to the Material Conversion section of the crafting menu in the Base of Operations. You need 15 blue materials to convert into one yellow material, which will unlock this achievement. You can repeat this ten times for "Good With My Hands" or use any of the materials you have to create actual weapons and armor.

High-end items are color-coded yellow/gold. The only high-end items you can craft before reaching level 30 are high-end material items such as weapon parts, electronics, fabric, and tools. To make 1 high-end material, you will need 15 specialized, or blue, materials of the same type.

The trophy will unlock when you craft your first high-end item.

You need to craft a yellow part. You can make, for example, “Part of a weapon”. All you need is 5 blue parts (you can disassemble blue items, or get them from green parts). We upgrade them to 1 yellow part, craft them and get a trophy. You don’t need to have any drawings or parts with you.

I created more than 20 excellent parts, but they never gave me a trophy. It’s much easier to farm Phoenix credits from containers while finishing off the game and purchase any blueprint of a yellow thing at the end of the engineering block and create it, which is given unconditionally.

From the latter, the trophy can only be obtained if you have a blueprint for a high-quality item; in my case, I bought a blueprint for a weapon. Also, I was able to buy the drawing only at the stronghold, in Camp Clinton, from a dealer in special drawings. The trophy dropped the first time, although I had crafted it a bunch of times before.

Or it can be even simpler, in crafting there is an upgrade of fabric, first we make blue, then from blue yellow, fabric is usually the most collected, especially if all the excess junk is disassembled for spare parts.

You need to make a gold drawing of a weapon! Can be purchased in the terminal from the drawing dealer.

We go to the Ubisoft Club and buy material for creation with their points. We go to the machine and craft gold material.

From the very beginning, you can sort out the unnecessary things that have fallen out, by level 30 you will probably have accumulated material for crafting 10 items, you can craft weapons and items, preferably of a low level, because... they require less materials.
