How to unlock the Networking achievement in Tom Clancy's The Division - Definitive Guide
Only the game's main story missions count for this achievement. You can be in a party of 2-4 people and each completion will count. You can even do the same mission over and over if you'd like. If you don't have anyone to play with, the game's matchmaking system is very good and you can find someone quickly that way. There are only 16 story missions, so you'll need to do a few twice. You need to replay all the missions for "Know No Fear" anyway, so it shouldn't require you to do much more than necessary.
You will have to do more than 20 missions in order to obtain the platinum. The bare minimum amount of missions you can do is 25, if you don't care about obtaining better gear towards the future free content. Whenever you're getting ready to start a mission, you can push , select the Group Management tab in the menu, and join a friend or invite a friend. Keep in mind when inviting friends, the enemies are scaled closer to the highest level people in your party. So if you were to play with a level 30 friend while you're only level 10, then enemies would scale to around level 25.
Fortunately, the game also contains a matchmaking feature at the beginning of each mission. This feature can also be used from your game map as well. While hovering the cursor over your desired mission, push to start matchmaking and to confirm in order to match with a random party of same-level players. Enemies will be more numerous and scale to the amount of players in your party, but you'll also get more experience for completing missions in a group.
