Once you activate an echo, you then need to actually collect it off the ground. Activating it alone is not always enough (some story-related ones collect automatically). There appears to be a glitch during the Missing Person side-quests which revolve around echoes. If someone in your group starts the echo and investigates all the pieces of info, it can move on to the next one before you're able to actually collect the echo. The echo marker will stay on your map, and you'll be able to restart it as if you've collected it, but you won't get credit for it. You can fix this by joining the game of someone who has not yet completed that Missing Person side-quest and starting the mission in their world, collecting the echo properly.
GLITCHED - As of now, the Michael Dufrane side quest ECHOs will sometimes fail to register. If this happens to you, the best solution is to join a friend and activate the ECHO in their world with them as well. I do not recommend creating a new character unless it's absolutely necessary, as this will require you to collect all of the ECHOs again.
ECHO scenes are activation points found in the world that give you information about your surrounding area based on stored surveillance footage and cell phone data. When active, the screen turns a bluish-grey and orange figures appear in the area to tell a small story. Some ECHO scenes are required to complete missions or other quests, and others will be in the world for you to find. When you enter the vicinity of an ECHO beacon, your controller will say "Active ECHO beacon nearby" and the ECHO beacon icon should appear on your mini-map. The picture below will give you an example of what an ECHO beacon looks like in-game:
Also note that some ECHO scenes require you to collect them by holding , while others do not. Most ECHOs will disappear on your minimap when you collect them. If you want to be sure that the ECHO beacon was collected, then push the button on your controller, select Intel in your menu, push , and select ECHOs.
In order to make collectibles appear on the map, you have to activate the Security Wing of the Base of Operations and use the console to purchase the "Canine Unit" upgrade for 200 security supplies. Security supplies are earned by completing encounters and missions with the blue shield icon on your map. Once the Canine Unit is purchased, simply clear all side missions and encounters from a named zone to make Intel appear on the map. Note that some Intel items will not appear on the map due to their vicinity to other icons when zoomed out. In order to make them appear, push on your controller and push twice, to filter your map to only display Intel.
Sometimes going to an ECHO won't always make it appear even if you're in the right location. This is because some ECHOs are specifically tied to side quests and will not appear until you start the quest. If an ECHO doesn't appear for you, make a note of it and move on with your progress.
You won't be able to pick up the last Echo until you complete all story missions. After completing the story, the mission "Lost Signal" will appear. We just go to the top, activate the last Echo and get the trophy.

There are two ways to detect them.
1. If you are close enough to them. They are detected within a radius of 30 meters from you.
2. We carry out the mission "Checkpoint in the Lincoln Tunnel" . We improve the “Power Block” at the base, then open the “Canine Service” perk. Further, after completing all “side missions” and “incidents” in the named zone, all intelligence data will be automatically displayed on the map. There are 16 zones in the game, which will take a long time to collect. However, they give you experience for them, which is nice. Some intelligence is found inside missions.
3. Some intelligence is only available during missions. Also, always have a couple of master keys with you, sometimes they are located behind locked doors.
