How to unlock the State of the Art achievement in Tom Clancy's The Division - Definitive Guide
The main story will walk you through unlocking each wing of the BOO, as well as giving you enough credits to unlock the first upgrade for each. From there, the other main missions will give you large chunks of credits, and the numerous Encounters on the map will give you small handfuls of credits as well. Through completing all of these, you will eventually be able to purchase every upgrade for each of the three wings.
GLITCHED - This trophy will sometimes not unlock if you purchase the upgrades while you are not currently the session owner of your single player campaign. Be sure that you are the session owner by pushing the button, selecting Group Management, and looking on the bottom left of the page. If you are the session owner, the trophy should unlock without incident.
There are a total of three wings in the Base of Operations; Medical, Tech, and Security. Each wing has a total of 10 upgrades each that can be purchased using Supplies relative to that wing. The first upgrade, for 500 supplies, is automatically given to you when you first unlock the wing in the tutorial for the Base of Operations. Supplies used to purchase upgrades for are earned by completing story missions and encounters that are labeled with the icons of their respective wings. While you can run across encounters while you're walking around Manhattan, you can make them appear on your map by interacting with the situation maps found at every safehouse location.
Each wing costs 4,000 supplies. There are more than 4,000 supplies in the game for each wing, but you'll have to do almost every encounter on the map to earn enough supplies to upgrade every wing. The trophy will unlock when you purchase the final upgrade.
