Just upgrade one of your weapons fully. It may take some time as some of the weapon's upgrades don't unlock until late in the games story progression.

1st playthrough I had fully upgraded 1 weapon with all mods and achievement did not pop. I only got the achievement for doing it for all of them but not this one. On 2nd playthrough, I did not upgrade anything on my bow until I got all the automatic upgrades/mods you get from the story and still did not get no achievement.

I also have the same problem every weapon is 100% done and I didn’t get it.
