This can be done solo in a private Rescue.
Some minor setup is required, ensure you are on the survivor team and increase the medkit count to 20 to reduce the amount of times you have to re-make the lobby to grind this out. You will have to leave and re-make the lobby each time so you can always be on the survivor team.
Getting to level 10 should be very quick doing this, going from the level 60 solution this method can take about 10 hours to get that one -
