The "bald enemy" is the trench coat wearing boss you need to kill at the end of Natla's Mines, the first Atlantis level in TR1. You will face him in the last room of the level, where you need to open the big double doors underneath the pyramid-like structure.

So it seems bugged, i killed him 3 times and no achievement… I got the one for killing him with the shotgun first time and then nothing else.
