This can be done in the second level, Venice.
After you take the boathouse key, open it up and leave the boat somewhere near the pole right outside the boathouse.
Take the way up to the area (with the awnings) where you opened the gate to continue the level, savegame, jump on the direction of the boat and land on the seat, reload the savegame if needed.

The platform with the door?
I coudn't make it work there. She always teleported to a side of the boat even jumping perfecly on the seat :(

Tomb Raider II - Venice (Level 2)
After you acquired the boathouse key you can unlock the door and take the boat into the canal. I recommend lining up the boat with the dock as shown in the picture with brown stripe roughly lined up with the dock edge (a bit further back wouldn't hurt).
From there, follow the path back up the ladders in the wooden house, use the switch in the glass walkway if you didn't already, and go out the window to the 3 red awnings that lead to another switch. Stand on the same level as the switch, line up a running jump and save. Take the jump and you should land right in the seat.
