This needs to be done on the fouth level, Opera House.
At the beggining of the level, jump on the water (or in the roof on the right).
Kill the enemy and look for a Bartoli's poster.
Just go over there and light a Flare.

Tomb Raider II - Opera House (Level 4)
From the very start of the level, turn right and make a running jump to the flat section of the roof. Do a 180 and you can aim at the enemy down below to kill him. Now jump into the water and swim to the opposite side of the canal and climb up on the dock near the poster. Use a flare (hold Inventory + Walk) near the poster for the achievement.
