Spearguys don't matter/can't fly. Not sure about the one on the left when you actually enter the palace, but the frozen one directly on your left, on the lower platform is missable and can't be unfrozen once you've missed your oppurtunity. Same might be true for the 2 guarding the palace entrance.
For the first one, turn around after pulling the first lever and drop down to the platform underneath to wake him up.
Then get the plaque near the 3 spearguys BEFORE grabbing the one floating in the middle platform.
Grabbing the 2nd plaque will wake up the 2 at the palace entrance and force them to fly over to you.
The one in the palace, left side, near the zipline wakes up after pulling the lever (again, near 3 spearguys) and going to the lower platform, underneath the zipline.

This happens on level 16 (Floating Islands). It unlocks immediately after killing the last Xian swordsman in the level, which will be the 2nd one to fly in through the hole in the wall of fire in the green-walled room you enter via the zip line that goes between the bridges. You don't have to kill the Xian spearmen for this one - just make sure you're only shooting at the swordsmen while they're on the ground.

So, what is the purpose of the achievement exactly? We must not shoot at the swordsmen when they are levitating, wait for them to stand on ground and kill them?
And what is level you must do this?
