Done in TR3 - Area 51.
This is obtained automatically when you get the last secret of the stage. You'll come across this tank near the end of the level after putting the disc in the server to open the UFO hatch.
Earlier on in the stage, you would have had to climb up a ladder to get on top of the UFO to get a key card. You get to this secret by going up to that area at the top of the ladder, but instead of getting on top of the UFO, jump around to the other side of the room and you'll see a door in the wall. Do a running jump while holding grab to safely land in this doorway.
Continue on to swim with the orcas. The achievement will unlock instantly.
