Done in TR3 - Lud's Gate.
The UPV's are the yellow underwater things unique to this stage that you can shoot your harpoons from. They supposedly do not void your pistol only run when firing from them (though I cannot personally verify this, so use at your own risk as this may change with a future patch). There are 3 UPV's present in the stage. All you need to do is "enter the vehicle" for it to count.
UPV 1 - After "handing in" the Embalming Fluid, you'll go through a door in the same room and fall down a very high drop into a large underwater section. The UPV is in this room. Be sure not to swim out of this room before entering the vehicle as a current will keep you away from coming back to it.
UPV 2 - This one in Secret #6 with a bunch of harpoon ammo, behind some white doors underwater when you first enter this area (it's the area directly after the previous UPV location, where you have to sneak around without alerting the guards). This secret is quite buggy to enter though, caused by saving and loading in this room, so avoid saving/loading in that entire room until you obtain Secret #6 (this bug was present in the original game, and so may not be fixed).
UPV 3 - After the previous area you have to go through a large underwater section with diamond shaped underwater hallways. In this area there's one bit that has an air pocket. The UPV is in the room directly to the right next to a dead scuba diver. HOWEVER you will not be able to access it until you deal with some buttons and switches in the next room with the burners and crushers (a wall obscures it completely). If you want to try and find where it is in preparation, enter the room with the air pocket, then enter camera mode to navigate to the "main hall". You'll see the UPV + Dead Scuba Diver where it should be. Be warned that after pressing these buttons, the air pocket room will be concealed instead!
The achievement unlocks the moment you use the third UPV.

This must be done in Lud’s Gate. Towards the end of the level, there’s a section with a guard and a scuba diver on the lookout. If you follow a certain path, you won’t trigger the alarm and, once back in the water, you will gain access to a secret room full of pickups and a vehicle (UPV). Use this and all other UPVs you encounter and it will unlock as soon as you grab this one. It’s best if you follow a guide on YouTube for the path if you have no idea (section starting at 23:30 in the video below). You don’t want to miss this!
