How to unlock the Get Over Here! achievement in Tomb Raider - Definitive Guide
You unlock the rope arrows during the story once you have, you need to find enemies near edges of roofs or cliffs.
Fire the rope arrow and you'll pull them towards the edge and hopefully off.
If they sort of duck and run from it this means they have armor that you'll need to dispatch before you can pull them. To do this just hit them with a single arrow make sure you don't charge it and you'll see the armor get knocked off then just fire a rope as normal.
If you've completed the game and still need this achievement.
Head on over to Shanty town, near where the big gate is between the two areas of the town a few enemies will spawn.
Let them spot you and then run away, climb to a nearby rooftop and they should head on up to a different rooftop and continue firing arrows at you.
Hit them once with an arrow to break their armor (don't hit their heads or hold the shot for too long) then use the rope on them to pull them off the roof.
I only needed 1 guy, if you need 3 or 4 this should work for you.

Great solution. They were praying in the middle of the level like you said, three of them. I ran in, shot my pistol once and then ran away. They chased me to the top of a small structure and I jumped over the gap to the next building. One arrow to break their armour, then I pulled them off the top to their death. I needed two, it was the armour that was messing me up during the game, really doesn't look like they are wearing any! With their armour still in tact they just don't really react to being pulled. Plus one.

Just to clear some confusion on this achievement.
Use the above guide to help you gain the achievement. However, if you complete all weapon upgrades to 100%, enemies will stop re-spawning.
So make sure you leave a weapon upgrade until you have got this achievement.

i just finish the game and nobody to kill, but...before that.
i was completing the challenges before the last escene and i did found 3 guys and 2 more past the divisional gate....now, after finish the game i realize i didn´t make the "scorpion move" enough so i came back to shanty town and i just found crows....plop

I think I found an infinite spawn point. The game is completed with ALL other chievs done except for the secret chiev for talking to all the crew (in progress). So the other "guide" is incorrect because it popped fine for me.
Go to shantytown. Next to the gate between the town is a tomb. Stand in front of the tomb facing inside. Turn right up the stairs. Veer right at the fork continuing up the stairs. Do not jump accross at the top. Turn right until you are on the metal roof (no jump required). Look left and jump across to the roof (a few feet below but several feet away). There are two tires and a bush up there. This is where I hung out while jumping back and forth (from the previous roof). I fired my pistol a couple times if I didn't see anyone. Plenty of enemies!
Perhaps going back and forth on those roof tops is a line for spawning. It seems to constantly spawn the previous enemies without de spawning any enemies. My game actually froze the first time I found this (tomany npc's?).

I tried this and no one spawned. Are you sure you had all the upgrades already?

I am positive. Were you in the right location? I remember where I was to get this. Sounds confusing, but it worked like a charm. I conpleted the game once before if that makes a difference?

Right after you get the rope arrow you'll quickly get to shanty town. When you get there, you'll get to the helicopter and get you can start pulling enemies with the rope arrows and should be able to get it in the first area. Just pull the barriers away and then pull every enemy you can off ledges.
You will learn how to use the rope pull eventually in the story. Once you know it, you can aim your bow at enemies and press to shoot out a roped arrow. You can then pull them towards you. The enemy must be close to an edge/ledge and fall to their death. You can gain the first couple right after the tutorial. The rest can easily be obtained in Shanty town as long as you pay attention and use this ability on any enemy close to a ledge.
Note: This must be done to different enemies. You cannot reload checkpoint and repeat this over and over again on the same enemy.
At some point in the game you will find an automatic bow upgrade called Rope Arrows. After you get that upgrade, aim and shoot at enemies standing close to edges using alternate fire with to send one of the rope arrows and Lara will pull him automatically.
This works best on unaware enemies as they tend to evade the arrow after you’ve been seen. Also if they don’t fall down, quickly try again after they get up so they don’t change their position and get even further from the cliff.

But if you somehow missed your opportunities and finished the game, load your save, Fast Travel to Mountain Village and you can sometimes find 3 enemies at the northwestern corner of Mountain Village, near the waterfall and broken bridge that leads to Base Approach. They are a bit hard to pull off, but it's possible. You can also try Shantytown. Sometimes enemies spawn on rooftops in post game, when you Fast Travel there.

It’s easy to get this achievement in the “SHANMS” location when we save Grim. We remove the enemies from the roof where they are turning the signal annunciator.
