I earned this one after a couple runs on the Mall in THPS1.
Unsure if the directories count towards this, but there are plenty of panes of glass in this level and should unlock naturally while going for other objectives in the Mall.

An easy level to do this on is Mall (New York) on Tony Hawk's Pro Skater 1.
Simply skate through any pane of glass you see until you hit 20! There are loads on this map.
