I can confirm that this achievement can be completed using a second controller.
Start up an exhibition singles match against a second controller.
Ensure that the match lasts long enough to serve a minimum of 10 times (i.e. 1 set of 6 games). Continue to serve without returning. You should serve 12 aces in the one set.
Edit. I can also confirm that this achievement can be obtained in World Tour mode.

You will get this after the match ends, not on the moment of the 10th ace.

There seems to be some dispute as to whether you can boost this with a second controller, so here's my method:
Solution for Mean server In Top Spin 3
read my solution to Mean Server and get the method down. In my experience that's pretty much 2 guaranteed aces per service game, 3 or 4 if you're lucky - depending on opponent, good returners will manage to get the sliced serve back occasionally, Boris Becker is a poor returner, so an exhibition vs him, 3 sets 3 games should be enough, but if you play on Easy or Very Easy it'll probably work against anyone.
I actually got it in career without actually trying.

I tried this, 1 set first to 6 games, all 12 of my serves were aces and no achievement

You’ll get this while going for the 100 serves against your non-playing friend, make sure you play at least six games in a match though as you’ll need to serve in three games to get 10+ aces. Just press A and release when the ball as it it’s highest and the ball will stay inbounds. If you want this legit then I suggest playing long games and aiming into the corners early, mix up the angles you serve at and add extra power with
