Go to the easternmost star on the map of The Temple Steppes to Light the Fisherman's Lantern and receive the quest 'Ghosts Of Plunder Cove'. Captain Willy is your objective.
Edit: I killed him and the achievement didn't pop. Tried resetting but nothing yet. Will update if that changes. Could be buggy :(
Update: Had to soft reset to get the achievements working properly. Seems ok now.

The fishermans lantern was not markt with a star for me. You are looking for a wooden pole with a bell on it infront of a smal pier at the river. The way i found it was walk along the banks of rivers in temple steppes till i found it.
