The King in Masks is found in the Vault of Souls, in the far North East of the The Salt Barrens. A man there will give you a quest to activate three pillars. Activate them, collect the dropped masks and return to open the Vault of Souls. The Vault itself is a short dungeon before you met the King in Masks.
