You should get this fairly early on in the game. Simply continue following the guided quests and killing area bosses. I got this on my 4th boss.
Collect all of the loot from all bosses, and at some point you will loot a legendary (orange colour) item. As soon as you loot it, "Legendary Loot" achievement will pop.
