Originally I only had one equipment in my inventory highlighted so I assumed that was the only piece I could enchant - note that while you cannot enchant all equipment you can enchant many of the non-highlighted items and these typically cost you less items to enchant so the non-highlighted ones are the equipment to choose. When I first attempted enchanting it was for an item that needed lots of recipe items so to make this easier load up your inventory first and scroll through your equipment to enchant something that won't cost you a lot of items.
You can do this repeatedly for some equipment. I did this across 3 equipment and the first one I could do multiple times and got achievement progress for each. The second piece of equipment I enchanted/disenchanted and did again but I did not get progress for the second time. Third equipment I was able to get enchant/disenchant multiple times. So the enchant/disenchant trick does not appear to be universal for all items so watch your achievement count as you do this and switch equipment as needed.

You can also remove the enchantments from an item you have already enchanted and then re-enchant it. Repeat this over and over until the achievement pops, I can confirm this is how I got the achievement.
