How to unlock the A Lich to Scratch achievement in Torchlight - Definitive Guide
This achievement is gained by killing the overseer. The Overseer will be the next boss you fight after you defeat Brink. The Overseer is an undead boss who has a rather large group of zombie and skeleton knights protecting him. He is a pretty easy target to kill and it's story line based so you will not miss him. I'm not for sure but I think I found him on the 7th lvl of the mines.
(Thanks to Ben Reynolds confirming the boss is on the 8th level 'Overseers Chamber'.)
After defeating him you will talk to one the main characters for a short minute before moving deeper into the mines. Also after killing the Overseer you will get an item called the Overseer's Eye. This item will permanently raise your health by about 20 - 25 points.

Thanks, gave me a fair idea where the achievement was; just as a side note this boss is on Level 8 "Overseer's Chamber"

Watch the video in order to complete this achievement. Everything you need to know is explained in the video. Basic info before watching the video is to equip your best weapons and play on an easy difficulty.
Story related, can't be missed.
This boss does lightning Area of Effect and there will be a lot of enemies that will get in your way. Having a higher level character will help as well as having Electrical Resistance. Even without it this boss is very easy and you probably won't see much of your health drain if you're high enough level and have been consistent with armor and weapons.
