Missable Achievement. FAMILIAR SKIES QUEST, LOCATED THE BLOOM
When you reach the Bloom make a visit to Little Nieliesh. Go to the garbage dump and you will find a broken Lascar Helm. Go to your inventory and equip the helm, now exhaust the dialogues but you should have activated the Familiar Skies Quest.
Visit the Anchorage and speak to the Captain, you learn that you need the Cortex however as Dracogen attempted to steal it they are wary of outworlders.
Go back to Dracogen and confirm the story then go back to the Anchorage. Attempt to open the door at the back which houses the cortex, you will be prevented however it will allow major Genjes to give you a tour.

I did it twice by taking the cortex and not taking it but the achievement didnt unlock
