First of all, Rhin is an NPC companion who can be found in Cliff's Edge. She's a part of the Beloved Slave quest, and is wanted by Tol Maguur in Circus Minor. Tol Maguur is a slaver, and fellow castoff, in the south-east part of the map.
Rhin can be found in the wreckage of of a collapsed house in the north part of Cliff's Edge, near the steps leading to Caravanserai. If you investigate the house you can find Rhin hiding there, and then some thugs will appear too who will need to be dealt with. You can then convince Rhin to join your party.
As for the House of Empty Time, you can learn about it by asking Jherem (a child) in Circus Minor about where he came from. Once he tells you about the House of Empty Time, head to Government Square. There you can find Alcen Perie near the fountain, who runs the House of Empty Time.
You can then ask to send Rhin through it to find a new family--she's not too keen on the idea but you can convince her to do so.

The option to ask Alcen Perie to send Rhin through the portal is not there for me. I've spoken to Jherem and learned about The House of Empty Time, so I'm not sure what else to do. I did complete the Beloved Slave quest already though, so maybe that has meant I've missed my chance?

I'm assuming that Rhin is still in your party and you didn't give her back to Tol Maguur?
It was automatically an option for me--I'd suggest exhausting your dialogue with Rhin, asking her about her family, home, Ahl, etc., and then see if it's an option again.
