You must use one of the Yellow Turban factions that appear in 190CE. I originally attempted this as Zhang Yue in 182CE, but it didn't unlock, despite the fact the building chain does exist for him. So when going for this, only the 190CE leaders will do.
The Communal Square chain begins with the "Wine Vendor". You will be able to freely upgrade this to tier 3. However, tiers 4 & 5 will require research to unlock them.
Tier 4 is the "Communal Tavern" and will require the "Improve Undesirable Neighbourhoods", which is in the "Book of the People" branch.
Tier 5 is the "Communal Square" that you need for the achievement. This will require the "Flawless Construction", which is also found in the "Book of the People" branch.
If playing into the late game, you will probably need to build many of these as they grant happiness to a settlement. Once you have 7 of them, the achievement will unlock. If you think you already have 7, I suggest double-checking that you have actually upgraded from the previous tier as they may be tricky to tell the difference at a glance.
