The House of Compassion is the exclusive faction building for He Yi, one of the Yellow Turban leaders found in 190CE.
Thee earliest form of the building is the "Village Healer". You will see it clearly on the construction list because it is coloured in gold writing. You will be able to freely upgrade the garden to tier 3, but tiers 4 & 5 will require to separate technologies.
Tier 4 will require "Improve Undesirable Neighbourhoods" technology, which is on the Book of People technology branch.
Tier 5 will require "Flawless Construction" technology, which is also on the Book of People technology branch.
Just a quick note. This building is also used by Zhang Yue, but when I built it as him, it did not unlock this achievement. As the other building achievements also did not unlock with Zhang Yue, I suggest just use He Yi.
