It might be quickest to do this with a governor faction. When you reach the rank of king, you won't be promoted to emperor like other factions, but the 3 other strongest factions will. In this way, you can kind of force the AI to become emperors before you.
I did this with Shi Xie (free DLC). I believe the other governor factions in the game are Ma Teng, Kong Rong, Tao Qian (free DLC), and Liu Biao. They should all have Loyalty to the Han on the faction selection screen, which has a green jade dragon icon and prevents them from creating an emperor seat on their own.
If you made it this far, you might want to finish it and get Humble Beginnings too.
