In the default start date, Luoyang starts already razed, so you'll have to wait until either the AI resettles it or you resettle it and the AI takes it from you. Liu Chong will usually resettle it within the first 20 turns, so just attack him at your leisure. Razing Luoyang should count toward getting the Firestarter achievement.
