How to unlock the Huangdi achievement in Total War: THREE KINGDOMS - Definitive Guide
The fastest way to get this is to play one of the coalition factions and rank up to king as soon as possible. When a coalition faction is one of the first to reach the rank of king, they automatically declare themselves as emperor and create an emperor seat. Some coalition factions include Cao Cao, Liu Bei and Sun Jian. Cao Cao is also required for Son of the Tortoise.
If playing a governor faction, you will not automatically declare yourself emperor when becoming king and instead will have to steal a seat from another faction that does. You should also get Han Shot First and Humble Beginnings in the process. Some governor factions include Ma Teng and Kong Rong.
(Both of the above lists only include some examples and neither are exhaustive.I believe coalition and governor factions are listed under The Coalition and The Empire subcategories on the new game window respectively, but I am not 100% certain, there may be exceptions).
Edit: Coalition may not have been the right term for the main faction as I just realized Kong Rong is considered part of the Coalition, so that's my bad. I did find on the selection screen that factions who cannot create emperor seats are marked with Loyalty to the Han as one of their unique features (it's icon is a green jade dragon statue). I'm not too familiar with Three Kingdoms history or lore, but these characters seem to match up with those I understand to be governors, so that may be how you tell them apart for these achievements.
