How to unlock the Humble Beginnings achievement in Total War: THREE KINGDOMS - Definitive Guide
I believe all governor factions have Loyalty to the Han (green jade dragon icon) on the faction selection screen, which stipulates that they can't create an emperor seat on their own. This includes Kong Rong, Ma Teng, Liu Biao, Tao Qian, and Shi Xie, the last two being free DLC.
To become an emperor, you only need one of the emperor seats, not all 3, so just find the closest seat to you and march all of your armies there. If you aren't going to stick with the game after this, you don't have to worry about generating treachery, so feel free to surround their capital and wait until your absolutely ready before declaring war and breaking every single treaty you have with them (instead of breaking all the treaties first and letting their treachery timers run out). Two full armies should be enough to auto-resolve the siege unless there's other armies stationed inside or nearby. Make sure the attacking army has siege weapons (trebuchets for sure, I think juggernauts and multi-bolt crossbows work too, only available to strategists) so you can attack immediately, instead of spending another turn building one.
If you haven't already, you should have unlocked Han Shot First and Huangdi on the way to this achievement.
