I was not able to obtain the research achievements for the Yellow Turbans when playing as one of the faction leaders of 182CE, they have their own unique style of technology tree that is vastly different than the technology tree required for the achievement.
Instead, you'll need to play as the characters from 190CE. As you will need to play as all three to obtain the unique building achievements, you may not wish to attempt to get all of the research achievements in one go.
The Land reforms are the bottom-most research tasks. Gong Du requires Land technology to unlock the top-tier of his unique building, so may be the best fit when going for this achievement.
