When you liberate an administrator, they'll automatically become your vassal. You can do so in the court menu. You can only assign administrators if you own the commandery capital (the city territory, not the special county), and I don't think you can give up your faction capital.
Shi Xie starts with 2 commanderies if I remember correctly, so grab at least 3 more cities. Then assign family members as administrators (family members will be marked with a blue/white icon denoting that they'll generate splendor). If you don't have enough family members, you can marry nobles into your family for 1000 gold or adopt them for 2000 (Shi Xie's marriage and adoption costs are halved compared to other factions). Liberate them and end your turn. The achievement should pop on your next turn.
