How to unlock the Mandate Regained achievement in Total War: THREE KINGDOMS - Definitive Guide
You can unlock this as a stackable at the same time as;
You will need to claim an emperor seat, just like the normal base game. You only need to claim one of the available seats. A Yellow Turban game can be much harder than a standard game because of the officer limitations. Firstly, there are very few unique officers you can recruit. But even worse still, you can only recruit Yellow Turban officers and no one else. Eventually your officer pool will dry up (I had just three actual officers by the end of the game) and you'll be relying on captains to fill out an army.
Unless you are going for research achievements at the same time, you should probably make a beeline for the closest emperor seat as soon as you find one. I would suggest executing all enemy officers, since you cannot recruit them for yourself.
