The Garden of Divine Peace is the exclusive faction building for Huang Shao, one of the Yellow Turban leaders found in 190CE.
Thee earliest form of the building is the "Quiet Garden". You will see it clearly on the construction list because it is coloured in gold writing. You will need to research to get to the fifth tier of the garden, which is the Garden of Divine Peace. You will be able to freely upgrade the garden to tier 3, but tiers 4 & 5 will require to separate technologies.
Tier 4 will require "Spreading of Wisdom" technology, which is on the Book of Heaven technology branch.
Tier 5 will require "Harmonious Architecture" technology, which is also on the Book of Heaven technology branch.
This would work well with doubling this achievement with;
The Lord of Heaven achievement in Total War: THREE KINGDOMS (Windows) worth 45 pointsPlaying as a Yellow Turban faction, unlock all Heaven reforms.
