The Concealed Fort is the exclusive faction building for Gong Du, one of the Yellow Turban leaders found in 190CE.
The earliest form of the building is the "Collection Points" under the "Guerrilla War" chain. You will see it clearly on the construction list because it is coloured in gold writing. You will be able to freely upgrade the garden to tier 3, but tiers 4 & 5 will require to separate technologies.
Tier 4 will require "Prioritise Infrastructure" technology, which is on the Book of Land technology branch.
Tier 5 will require "Build to Last" technology, which is also on the Book of Heaven technology branch.
