Whenever you win a battle there is a possibility you will capture an enemy officer. You can increase capture chances with some equipment. Once captured you will have the option you either release them for money, or execute them. If they are willing, you may also have the option to recruit them for your own faction.
Usually, it is beneficial to release them for money, opening the possibility of recruiting them yourself later on. However, sometimes you stand a chance of obtaining their equipment upon execution. The game will make it clear whether you will gain anything from their death.
If you want to 100% with the DLC, I would suggest going for this during a Yellow Turban run. They simply cannot recruit non-Yellow Turban officers, making it redundant to spare them, unless you need the money.
