The fastest way to get this achievement is to play as He Yi in 190CE because he begins with the Youxia already unlocked. They are very good units that can be unlocked through technological advancements as other Yellow Turban factions, but only He Yi has them unlocked from the start, allowing you to quickly snag this one so long as you can afford them. They cost 750 to recruit them and a high upkeep cost of 200 (meaning a total upkeep of 1400).
I was not able to unlock this achievement playing as the Yellow Turban factions of 182CE, so be advised to only use the factions of 190CE.
