You can actually get this one quite quickly by playing as Zhang Yue in 182CE. Though many other achievements, like the building and research achievements, cannot be unlocked as him, his campaign is very short. You only have to take Luoyang and his campaign is done. When I reached Luoyang, it wasn't even being defended (I kept finding Dong Zhuo himself on the other side of my territory). You should be able to get down there at a breakneck pace. Zhang Yue is a powerful character, and if you play on easy it will pose zero trouble.
