For this building achievement you will need to play as one of the Yellow Turban factions found in 190CE. I originally attempted this as Zhang Yue in 182CE, but it didn't unlock, so stick to 190CE leaders.
This achievement requires only 1 off its kind to be built. This one can be deceptive due to the name of the building. There is a fishing building chain, but that leads to "Grand Fishing Wharf"/"Grand Fishing Expedition Shipyard", neither of which will grant you the achievement. Rather, this is found under the harbour building chain, starting with "Abandoned Jetties". You will need to specifically have a settlement with a river running through it, or else be along the sea.
You can freely upgrade to tier 3, but beyond that you will need research. The harbour chain also diverges at tier 4, so you must select the correct research to get the path you want.
Tier 3 you must select "Fish Trader", *not* "Harbour Trader".
Tier 4 is the "Fishing Port" and will require the "Communal Maintenance" research, which is in the "Book of the People" branch.
Tier 5 is the "Grand Fishing Port" that you need for the achievement. You need the "Efficient Administration" research, also in the "Book of the People" branch.
Once built, the achievement will unlock.
