The instigate proxy war option is found in the diplomacy menu under war. It costs 75 credibility and is not guaranteed to be accepted by the other member, so be prepared to barter for it. If you're lacking credibility, there are some schemes that increase credibility (the easiest ones are probably Dominion Over the Realm for 20 and Rival Tigers and One Prey for 10. Both are found under the faction tab. There are others, but they have somewhat specific requirements to use).

Got this earlier as Cao Pi after Cao Cao had died btw

Makes sense. Faction mechanics are tied to...well the faction, not the faction leader. So if Cao Cao dies, you're still able to use schemes, proxy wars, etc as his heir. It's the same deal with other unique faction mechanics, like Lu Bu's kill list. Good to know that the achievement takes that into account. Perhaps I should add that to some of these faction mechanic guides. Thanks @HIDDENxGECKO.
