For this building achievement you will need to play as one of the Yellow Turban factions found in 190CE. I originally attempted this as Zhang Yue in 182CE, but it didn't unlock, so stick to 190CE leaders.
This achievement requires only 1 off its kind to be built. The base type is "Sympathiser Meeting Place" and can bee freely upgraded to tier 3. However, tiers 4 & 5 will require research first.
Tier 4 is the "Leader's House" which requires the "Prioritise Infrastructure" research in the "Book of the Land" branch.
Tier 5 is the "Yellow Turban Headquarters" that you need for the achievement. This is also found on the "Book of the Land" branch under "Build to Last".
