You can do this with anyone, but the "Exiles of Khorne" are the most obvious and easiest choice. Since you will very quickly get ruined settlement resettled, as long as you have at least one settlement in the province, simply raze every settlement you conquer but one per province, and you should get it easily while completing the campaign. Should you finish it first, simply continue conquering and razing settlements as you go. I conquered most of the deamon and Norsca lands when it popped.
