Heros are very useful in this game and getting two to level two should happen during regular gameplay. If you want to make sure to get them there without having to pay particular attention to it, simply put two in your main Lord's army, that way they will get there on their own, as you use your Lord for a lot during the campaign.
Edit: As hit4six asked: In my experience they do not need to be both at exactly level 20, they can be over it for it to unlock. One of mine was almost level 30 when the second one hit 20 and it unlocked.

Just for clarity, both heroes do not need to be exactly level 20, just level 20 or above.

20 or above is fine. My first one was almost past level 30, when the second one hit 20 and it unlocked.
