You should make having alliances a priority from the beginning of your game. Hit it the diplomacy button often and then go to quick deal to see which factions are most likely to enter into a deal with you. You'll start off with a non-aggression pact and then build your relationship up from there. It is extremely important not to betray faction you have an alliance with because this will make all other factions distrust you for a decent amount of time. However your trustworthiness does recover after many turns.
The stronger you are as a faction the more likely other factions are to initiate a deal with you instead. You can "balance the offer" to get gold out of them. Conversely, you can offer factions gold to make them agree. You must work your way up to a MILITARY ALLIANCE with 5 different factions. All other types of pacts don't count.
If the achievement doesn't unlock like it did to me, save and reload your game.
