All of these are unlocked via technologies. You can do it during you regular playthrough, but if you want to speed it up, concentrate on technology bonuses. Easy ways of doing that are the building "The Lost Athenaeum" under the green building sections and when having conquered a whole province choose the commandment "Egrimm's Contrivance Algorithm".
