You should get this during the campaign, just because it is a strong unit and you will have a much easier time especially with the final mission, if you have these in your army.
You need a settlement of level five, which means it must be the capital of a province. You can start building the recruitment building "Sensuous Carcess" at level 4 and then upgrade it further on level 5. Afterwards you can recruit the Keeper of Secrets, either globally (which costs more and takes longer) or locally by being in the province.
To raise the settlement to that level as quickly as possible, focus on Growth via the appropriate buildings ("Opulent Antiquity" and "Pellucid Globe") and use the Pleasurable Act "Pleasure Hunt". Those can be activated by clicking on the button to the lower left corner of the screen, where you can also see the control level of the province and other such information.
