Total War: Warhammer III

This achievement will automatically unlock if you can get the Celestial Loyalists to join your confederation through diplomacy. On my playthrough, they were the second faction that I got to join willingly after about 50 turns.

If not, you will have to capture Xing Po and build the Grand Observatory yourself. Xing Po is located just slightly north east of your starting location.
