As with all Heralds, when they reach level 15, you will get the "dilemna" to evolve them further. Simply choose the appropriate choice and you got it.
You should get this playing the game normally, as you will most likely recruit a second army. Should you misclick or it somehow bug out with your existing Herald, you can easily get this after finishing the main campaign goal, since new recruits already start at the limit. Recruit them, end the turn and you should get it next turn.
