The Sentinel is recruited in the blueish-purpleish line of buildings called "Celestial Beacon" at level 5. That means it can only be built in a capital of a province. The chain starts at level 3, meaning you can start building it then.
You should get there playing normally, but if you want to rush it, concentrate on having high growth in the province, conquer it completey, build the "Civic" line of green growth building (make sure to keep the balance in mind) and keep your Yin-Yang balanced. The last is the most important in growing quickly.
