You will want to recruit these guys anyway, so it should automatically be achieved during a playthrough. You can recruit them in the blueish-purpleish building chain on level 5. Meaning you will need to built it in the capital of a province. You can start building the chain at level 4.
If you want to rush this concentrate on growth. Khorne doesn't have growth buildings, but the capital of the "Dreadhold" type increases growth a lot more than the other. Otherwise there aren't many things you can actively do, that you wouldn't do normally anyway. A high bloodletting rating of your armies quickens it too, but, like, you play Khorne, not having that high would require actively trying to keep it low.
