Nurgle works a bit differently to othe factions when it comes to buildings and therefor for recruiting. Their buildings cycle through different stages on their own, providing recruitable units after a certain amount of time.
You will still need a settlement of level five to achieve this, meaning it needs to be a capital of a province. Then you built the "Lesser Garden of Blight" building chain from the blueish-purpleish ones.
To quicken the leveling up of the settlement to level 5, built the "Microbial Bog" chain in every settlement of the province.
The technology "Rot Incubation" in the 6th batch of technologies can quicken this as well as any that improve Growth and the commandment "Plague Gods Greenhouse" helps as well.
