EDIT: It appears this method is no longer working in sandbox. Based on the comments below, you can unlock in campaign. Some of the starting missions (renaissance) with the Balloon Archers unlocked could be good to get many people flying per level.
My advice, try it on sandbox first, then do the campaign method if it does not work.
I did this on Sandbox, by selecting the balloon archer unit (renaissance unit) and setting each side to have about ~250. When the dust from the battle settled, I had unlocked the achievement

I got it by playing on campaign, think this is one of those that maybe does not work on sandbox

It definitely still works on sandbox on Xbox One. I'm doing it as we speak. The only problem is it doesn't count each one, so I'm just running the simulation over and over, making slow but steady progress toward the 100.
Edit: Weird, I ended up deleting one of the teams of balloon archers and replacing them with Peasants (under Legacy). The next run unlocked my ~40 remaining all in one go. Maybe balloon archers vs peasants is the way to go, or maybe this achievement is just buggy sometimes.

This achievement seems bugged on xbox, I made more than 100 units fly, but the tracker only shows 11%.
Then I tried balloon archer vs farmer on sandbox on pc, the achievement unlocked correctly.

Worked on PC for me, I had done only balloon archers first and nothing popped but then it popped once I did balloon vs peasants.

I did it in Sandbox and I believe the key is to not use all Ballon Archers. Originally I had all Ballon Archers on each side and I got zero results. I then did all Ballon Archers on one side and then Clubbers on the other side. Doing this I get results for each battle. I had 100 Clubbers and my results after each battle ranged from 3 to 20, although each battle I would see dozens floating up. Took me 5-6 battles to get the 100.

I think progress is lost between sessions (not battles). I did some of this and the tracker was around 80%. I came back a couple of times and tried again but there was no progress.
I eventually did one large battle as suggested by o Heres Jonny o and it worked after a while - obviously hard to say exactly but it seemed like there was around 100 kills on the screen... Also on Series X.

Verified on Series X that it can be done in Sandbox and got it in one go with the posted method.

Renaissance.
Also, I can confirm that 250 balloon archers against 250 peasants on PC worked! :)

Had to do 100 balloon archers versus 100 halflings literally 4 different times in sandbox to get this. Definitely glitchy at counting them.

Definitely works on sandbox, Jan 28, 2023.
This was stuck on 99/100 for me. I waited until I had all other achievements, then deleted my saves (both local and cloud). Set up a 250+ balloon archer vs clubber scenario on a new save and it unlocked on the first attempt.

For me Sandbox it was only 1%, there was no further progress, so I assume it doesn't work on Xbox Series X (December 2023)

What map in sandbox (or does it not matter)? I did the first one in sandbox (tribal 1) but probably doesn't matter
In any case, I did it in Sandbox on Series X today (Feb 18, 2024). Put 255 or so baloon archers on one side, and 255 or so peasants (under Legacy) on the other. Round started and within a couple seconds the achievement popped.

Works in sandbox in Xbox Series X - 26 Feb 2024, but the progress counter is wrong.
I am having 30 balloon archers on red side and 30 peasants on other side, but every match the counter only goes up maybe 5-10 and not 30 as one would expect.
After repeating same battle multiple times, the achievement popped.
